Permitted uses
Single-family homes, row houses, low-rise apartments, multifamily homes, accessory units and home occupations.
Prohibited uses
Industrial uses, major infrastructure and developments that fail the affordability criteria in the regulations.
Conditional uses
Hospitality uses; public facilities where the public-facilities overlay allows them; shops and offices where the O-C2 overlay allows them; micro-enterprises subject to the applicable provisions.

What to check
Affordability and development-control provisions are part of the R3 rules. The zone label alone does not determine the allowed number of floors.

Prohibited uses
Single-family houses, industrial uses, major infrastructure and developments that fail the affordability criteria.

Building rules
What to check
Outside Kigali, R3 prohibits single-family houses; Kigali’s R3 table permits them. R2 rules are also allowed in R3.
