    Permitted uses

    Row housing, low-rise apartments, home occupations and accessory residential units.

    Prohibited uses

    Single-family residential developments, major industrial activity and major infrastructure.

    Conditional uses

    Hospitality uses; public facilities where the public-facilities overlay allows them; shops and offices where the O-C2 overlay allows them; micro-enterprises subject to the applicable provisions.

    What to check

    R2 addresses upgrading and redevelopment. Its permitted housing types differ from R3; do not assume all residential zones allow detached houses.

    Restaurants, hotels and guest houses, and micro-enterprises; public facilities, shops and offices where their overlays allow them.

    NoteThe table prints a floor area ratio of 0.4. That is below R1’s 0.5 although R2 allows G+3 at 60% coverage, and Kigali’s R2 is 1.4, so confirm the figure with the district One Stop Centre. One extra floor may be allowed.

    What to check

    For upgrading unplanned settlements and urban renewal. The printed floor area ratio of 0.4 does not fit G+3 at 60% coverage; confirm it with the district.
