    How to check a parcel against its master plan

      Identify the UPI and district

      Use the UPI or the known parcel location to pick the right official map.

      Find the parcel on the map

      Zoom to the site and confirm the actual parcel rather than relying on a village or neighbourhood name.

      Record the zone and overlays

      Note the zone code, implementation phase, protected areas and planned infrastructure around the site.

      Confirm the controls that apply

      Read the rules for that plan and ask the responsible authority before a transaction or design decision.

    Common questions

    Does a master-plan map prove who owns a parcel?
    No. A master plan shows intended land use. Confirm the parcel record and rights separately through the official land-administration process using its UPI.
    Do Kigali zoning rules apply in every district?
    No. Gasabo, Kicukiro and Nyarugenge use the City of Kigali planning framework. Outside Kigali, read the applicable District Land Use Plan and its own regulations.
    Is a planned land use the same as permission to build?
    No. The map is a planning reference. Development may also depend on overlays, setbacks, infrastructure, environmental controls and permits from the responsible authorities.
    How should I check a plot before paying?
    Start with the UPI and parcel location, open the relevant district map, record the zone and any overlays, then confirm the current requirements with the district, City of Kigali or National Land Authority as applicable.
