    UPI and zoning questions

    What is a UPI?

    A Unique Parcel Identifier identifies a land parcel in Rwanda. It is a reference to a parcel, not a price, an owner’s identity number or permission to build.

    Where do I find my UPI?

    Copy the UPI from your land title or land document. Ask the seller for the complete code, including leading zeroes and all five parts.

    What can this lookup show?

    Where source data is available, Ziinga can return a parcel’s location, registered area and zoning. A missing field means the information was not returned; it does not mean there are no restrictions.

    Why did my search return no parcel?

    Check the five parts against the title. A source may be unavailable, coverage may be incomplete, or a subdivision or merger may have changed the reference. No result is not proof that a parcel does not exist. Try the official land portal or ask the land office.

    Does a UPI show who owns the land?

    This guide’s lookup does not display personal ownership details. Use the official land-information process to verify ownership and any restrictions before a transaction.

    Is the land use on a title the same as zoning?

    The recorded land use and the master-plan designation answer different questions. Read both, check the applicable plan and overlays, and ask the district planning office about your proposed use.

    Can I build if a use is permitted?

    A permitted use is a zoning category, not a building permit. Plot size, setbacks, height, access, overlays and other approval requirements still apply.

    Can one parcel have more than one zone?

    Yes. A parcel may intersect several zones or a protected area. A main-zone label alone does not describe every part of the site; confirm the boundaries and any zone breakdown in the applicable plan.

    Do Kigali’s zoning rules apply everywhere in Rwanda?

    No. Our code guides identify their source and geographic scope. District land-use plans can use different classifications or conditions. Confirm the plan covering the actual parcel.

    Is a UPI the same thing as a land title?

    No. The UPI identifies the parcel. The title or lease document records rights in that parcel. Match the UPI across the document, the physical site and the official registry before relying on it.

    What do the five UPI parts mean?

    They identify the province, district, sector, cell and individual parcel, in that order. Together they distinguish parcels that may share the same final number in different places.

    Why do leading zeroes matter?

    Administrative codes are normally written with two digits. Removing a leading zero changes the reference and can make a real parcel look invalid or point a lookup at the wrong administrative code.

    What happens to a UPI after subdivision or consolidation?

    New parcels normally receive new identifiers. An older parent UPI can remain in historical records but may no longer identify an active parcel, so use the identifier on the current document.

    Why can the registered area differ from an advertised area?

    The registered figure comes from the parcel record; an advertisement may be rounded, estimated or entered incorrectly. A material difference should be resolved against the current title and survey before payment.

    What is the difference between main zoning and a zoning breakdown?

    The main zone describes the largest or primary designation. A breakdown shows each designation intersecting the parcel and its approximate area, which matters when a road reserve, wetland or another zone crosses part of the site.

    How current is the information returned?

    It is as current as the source copy Ziinga holds, which can lag the live registry and the latest plan amendments. Treat the result as a starting point and confirm the current registry and adopted plan with the responsible authority.

    Does this lookup check mortgages, caveats, restrictions or the remaining lease?

    No. These rights live in the national land registry, which this lookup does not include. Missing information is never a clear title. Confirm these matters through the official land-information process before you pay anything.

    What does a road-reserve or protected-zone overlap mean?

    It means part of the mapped parcel intersects a planning designation that can restrict development. Do not subtract or build on that area using this screen alone; obtain the current plan, survey and authority guidance.

    How do I confirm that a plot is buildable?

    Verify the current title and parcel boundary, identify every applicable zone and overlay, review plot-size, access, setback, height and infrastructure rules, then obtain the required planning and building approvals.

    Do I need an account and is the lookup free?

    The public Ziinga UPI lookup does not require an account or payment. Government verification services can have their own access steps or charges.

    Does Ziinga publish the UPI values people search?

    Ziinga records the lookup outcome for service monitoring without sending the entered UPI in its analytics event. A search does not automatically create a public parcel page or listing.

    Where should I verify a result before buying?

    Use the National Land Authority’s official land-information service and the district or City of Kigali planning office. Ask for the current title, check the site and boundaries, and use a qualified professional for the transaction.
