What can be built, when it can be built, and what the land is worth to someone who intends to build it.
Site screening: Identity, zoning, servicing phase and buildable envelope checked as gates. A parcel that fails one is reported as failing, not averaged into a score.
Residual land value: The most a developer could rationally pay, given what may be built, the rent it would earn and what construction costs.
Highest and best use: The permitted uses on each zone of the parcel, tested against the phase in which the master plan releases them.
