Rwanda to License Property Brokers and Give Every Listing a Reference Number

What Is Changing

The National Land Authority (NLA) is drafting rules, with the Real Estate Professionals' Association of Rwanda (RWAREB) and the Rwanda Housing Authority (RHA), that would put property brokerage and property management under licensing for the first time. NLA Director General Marie Grace Nishimwe told The New Times on 21 July that consultations were under way and could be finished by September.

Under the draft, brokers and property managers must be certified and licensed before they operate. RWAREB already has a code of ethics, but its chairperson, Joseph Rutiyomba, said it has no legal force, so practitioners who ignore it face no sanction. The first phase covers brokerage and property management; the association wants developers brought in later.

Two Numbers: One for the Broker, One for the Property

Details given to The New Times on 27 July describe two linked identifiers:

  • A practitioner ID for each licensed broker, which anyone could check on an official platform.
  • A property reference number (PRN), issued only after the owner signs a marketing agreement with a licensed broker. Once a property has a PRN, no other broker can list it.

The PRN would be matched against NLA records, pulling the plot's land use, size, ownership status and zoning before the listing reaches the market. The aim is to cut fake listings, unlicensed brokers and the same property being sold twice.

The Trade-Off

Brokers quoted in the report welcomed the clarity but flagged a risk in exclusivity: if only one broker may market a property, owners need assurance it will not sit unsold. How long an exclusive mandate lasts, and what it costs, had not been published.

What Buyers Can Do Now

Until the new identifiers exist, the checks fall to the buyer. Every plot in Rwanda already carries a UPI, and the free value check reads its registered size, zoning and a market price range. For ownership, the check that counts is NLA's own: dial *651# or use its land information service before any money moves. Sellers who want a listing that shows the official record can list a plot free from its UPI.
