Rural Households Outside Planned Settlements Will Move Gradually, Says NLA

Rural households living outside designated settlement areas will move into planned settlements gradually, not in a mass relocation, the National Land Authority (NLA) said on 1 October 2026, as the government carries out the 2020 to 2050 National Land Use Master Plan. Households in high-risk and disaster-prone areas come first.

The numbers

  • Rwanda has slightly more than 3.3 million households, about 2.3 million of them rural, according to the 2022 census.
  • About 65% of rural households already live in planned settlements, roughly 1.5 million, leaving about 805,000 outside them.
  • About 9% of households live in spontaneous or informal settlements and about 15% in dispersed housing.
  • The master plan allocates only 15.2% of Rwanda's land to human settlement and cuts scattered settlement sites from about 14,000 to about 3,000.

What officials said

"Households already settled in areas that are not designated for settlement will not necessarily be required to relocate immediately," said Alexis Rutagengwa, head of land use management and mapping at the NLA. The 3,000 sites are a long-term structure, not 3,000 new villages to build from scratch; roads and services will be added progressively, including through community work such as Umuganda.

What it means for land

Where a plot sits in the master plan decides what it can become. Land inside a designated settlement site can be built on; land outside it is meant for farming, forest or other uses. Before buying rural land to build on, check its zone in the zoning guides and value it with Ziinga Value.
