Heza Estate Buyers Could Move In by January 2027, RSSB Tells MPs

Buyers at Heza Estate, the 548-home Batsinda Phase II project in Kinyinya Sector, Gasabo District, could move in from January 2027, the Rwanda Social Security Board (RSSB) told Parliament's Public Accounts Committee on 10 July 2026. Chief executive Regis Rugemanshuro said construction should be finished in December.

Where it stands

  • The houses are 97% built. Roads, drainage, a wastewater treatment plant and street lighting are 70% done.
  • 70% of the homes are sold.
  • The project began in 2014 and was first due in 2016. RSSB said early contract terms limited its control, and that this was later changed.

What the homes cost

The estate has two- and three-bedroom townhouses at Rwf80 million to Rwf117 million, and apartments at Rwf101 million to Rwf111 million. Buyers can pay in instalments or with mortgages from partner banks. It includes a nursery school, sports courts, gardens and shops. RSSB unveiled it in May, when construction stood at 90%.

What it means for buyers
