A legal framework to regulate homeowners' associations in affordable housing estates is being drafted, the Rwanda Housing Authority (RHA) told Parliament's Public Accounts Committee on 25 June 2026. It is meant to close long-standing gaps in the upkeep of shared infrastructure such as sewage and treatment systems, which audits have flagged repeatedly.
What was said
"The law being drafted will indicate how people who live in a certain area take care of the infrastructure, including cleanliness and other maintenance," said RHA Director General Alphonse Rukaburandekwe. RHA is preparing the framework with the Ministry of Infrastructure.
The hearing followed the Auditor General's report for the year to 30 June 2025, with the Bumbogo affordable housing project at the centre. The government built the infrastructure there; the private investor was to provide 200 affordable houses but could not, citing financial constraints and inflation.
What it means for buyers
