The Repossessions
The Ministry of Trade and Industry has reclaimed 15 more industrial park plots from investors who did not develop them within agreed timelines, The New Times reported on 31 August. Six are in Rwamagana Industrial Park, four in Rusizi, three in Huye and two in Musanze.
They follow six plots whose repossession Minister of Trade and Industry Antoine Kajangwe disclosed to the Senate on 3 August. At that point 405 investors had been allocated industrial land: 193 projects were complete, 179 under way and 120 not yet started.
The Rules
Investors are usually given six months to start building a factory and 24 months to finish and begin operating, according to Fred Mugabe, an industrial policy analyst at the ministry. A new tracking system checks projects against those milestones, and plots will be taken back in phases from investors who keep missing them.
Land Now Available
Industrial parks are 59% occupied, leaving about 290 plots for new investors. Reclaimed plots will be reallocated, with applications made through Irembo. The government is prioritising the Rwamagana, Musanze and Muhanga industrial parks and the Bugesera Special Economic Zone, aiming to have them fully operational by 2029.
What It Means
The message to anyone holding allocated land without building is plain: the state will take it back. For manufacturers, it means serviced plots in parks outside Kigali are coming back onto the market. Compare with land prices in those districts: Rwamagana, Musanze, Huye and Rusizi.
