Mpazi Keeps Growing
The City of Kigali plans to expand the Mpazi rehousing project in Gitega Sector, Nyarugenge District, to about 4,106 housing units, city spokesperson Emma Claudine Ntirenganya said. The first phase has 793 finished units, more than 500 families have moved in, and 44 more units are under construction.
Kagugu Is Next
The same model is coming to Kabuhunde Village in Kagugu Cell, Kinyinya Sector, Gasabo District, where 716 families are expected to benefit. The 33.7 hectare site will have six-storey buildings with lifts and parking, tarmac roads, a wastewater treatment plant, public recreation space, a market and a health centre. Construction is scheduled to start in January 2027.
Elsewhere, about 2,029 units are under construction in Nyabisindu-Nyagatovu, in Remera Sector, Gasabo.
How Rehousing Works
Residents who own land or houses inside a project area are not paid off and sent elsewhere. They receive new homes in the development, allocated according to the assessed value of what they owned under the valuation and compensation rules. The city says the aim is to keep people close to their jobs, schools and markets.
What It Means for the Market
Rehousing replaces low-rise informal housing with dense, serviced blocks, which changes how the surrounding land is used and priced. Anyone offered a plot near Kabuhunde should first find out whether it lies inside the project area, because owners there are rehoused on the basis of an official valuation.
